When is it Legal to Shoot a Gun?

  

There are a few circumstances that must be met before it's legal for a person to use a gun against another person.

First, there must be an ability or presence, meaning that an attacker could cause bodily harm.

Second there has to be an opportuniy. That means someone shows a weapon or keeps attacking after the victim asks him or her to stop.

Finally, there has to be manifest intent, meaning there is an action or verbal action to take someone's life.

Fire Displaces Family of Three in Grottoes

 GROTTOES, Va. -- A fire that started at 1 a.m. has displaced a family of three in Grottoes. Relatives of the homeowners said they think the fire may have been caused by electrical issues.

Grottoes volunteer fire fighters are hopeful that they can recover some things from the remains of the home on 3700 block of East Side Highway once it stops burning. Fire fighters said the family has met with Red Cross members, who will help them with shelter.

Smoke is visible from at least a mile and a half away. Down the road, tankers filled up with more water by the food lion in grottoes.

Family members said a couple lives there with their son. He was home alone and discovered smoke rising from the floor when he went to take his dog out.

Fire fighters worked to put out the fire as the roof continued to collapse in pieces.

Multiple fire departments responded bringing more than 40 fire fighters along.

Their major goal was to get as much water as they could to the home.

The state police fire investigator has examined the scene and said the cause is undetermined. Volunteer fire fighter Chandler Hardy said that's because there is too much damage at this point.

"As you can see the roof has collapsed so for the most part it's a loss hopefully there are some things that the family can salvage but I'm unable to determine that without getting closer," Chandler Hardy, with the Grottoes Fire Department, said.

They will be leaving some hoses behind as they monitor the home throughout the day. 

  

Powerball Ticket Purchased in Virginia Wins Estimated $217 Million

 

 

RICHMOND, Va. (AP) -- The Virginia Lottery says someone bought a winning $217 million Powerball ticket at Richmond International Airport.

It's the second largest jackpot ever won in Virginia.

The Lottery said Thursday that the ticket was purchased at a Lottery Express self-service machine in the airport's atrium.

The ticket sold for Wednesday's drawing matched all five numbers plus the Powerball.

The winning numbers were 5-27-36-38-41 and the Powerball was 12.

The winner or winners can receive the full amount in 30 annual payments or take a one-time cash payment of about $136 million before taxes.

Virginia's largest jackpot winner is J.R. Triplett of Winchester, who won a $239 million Mega Millions prize in 2004.
