The state Board of Education plans to adopt the first statewide guidelines to help school districts prevent sexual abuse and misconduct.

The proposed guidelines include policies on electronic communications and social interactions between teachers and students.

Earlier versions of the proposed guidelines had barred one-on-one text-messaging between teachers and students and restricted activity on Facebook and other social-networking sites. But the Department of Education took out such measures after teachers, school administrators and others complained that they would be impractical.

The proposed guidelines are aimed at giving districts guidance to develop policies to address complaints about educators or other employees abusing students.

The board is set to take up the issue at its regular meeting Thursday.
