Several groups are appealing a permit that would let North Mountain Shale LLC run a quarry near Gerrardstown.
The Department of Environmental Protection issued the permit in January for a 100-acre site.
Potomac Riverkeeper Inc., Gerrardstown Presbyterian Church and Washington Heritage Trail Inc. are appealing to the Surface Mining Board.
Potomac Riverkeeper is also fighting the permit with the state Environmental Quality Board.
Spokesman Brent Walls told The Herald-Mail of Hagerstown, Maryland that residents were ignored when they complained their quality of life would be disturbed.
The DEP says it included conditions to minimize the impact on historic properties nearby.
It says it also limited the acreage that can be disturbed at any one time.
