The Texas Legislature ended its regular session with a mixed bag of environmental rules, passing some bills that put it ahead of the nation and others that could infuriate the Environmental Protection Agency.

Lawmakers have approved legislation that could make Texas the first state to require oil and gas drillers to publicly disclose chemicals used to break up dense rock when extracting minerals.

It was a significant move for a powerful oil and gas state that is also one of the nation's biggest polluters.

But the Legislature also has approved a bill that delays pollution rulemaking for oil and gas drillers despite an EPA warning that this breaks a deal with the federal agency.

The environment wasn't expected to come up in a special session that started Tuesday.
