The Harrisonburg City Council is following Governor Tim Kaine's lead in urging residents to voluntarily conserve water.
Currently, the city's water supply is at 78 percent. Switzer Dam has 710 million gallons of water, but it can't go below 400 million gallons.
The city uses at least 5.5 million gallons of water everyday. So if the drought continues, the city may have to use mandatory conservation measures.
