Officials in Harrisonburg and Rockingham County are trying to prevent jail over-crowding.
The average daily population at the Rockingham County Jail last January was 254 prisoners. By December, it was up to 304.
The maximum capacity is 348 prisoners, and that's with double-bunking prisoners.
Tuesday, Rockingham County Supervisors and Harrisonburg City Council members will hold a joint meeting to discuss the issue.
Sheriff Don Farley says, "We've been talking about this for a long time. But I'd rather be in front of the eight ball instead of behind it when it comes. I don't want to be over in a dangerous situation and then start talking about building a jail."
