Governor Tim Kaine was in the northern Shenandoah Valley Thursday morning.
He put Winchester's Shelter for Abused Women on center stage.
Kaine's visit comes after his proposal to bring changes in domestic and sexual violence laws.
Some of the changes include increased funding for sexual assault crisis centers, such as the one in Winchester.
Kaine toured the center and says organizations like the shelter are essential to communities across the Commonwealth.
