The first of about two dozen bills that would end the fees on abusive drivers cleared the House of Delegates on a 95-2 vote.
The whole thing took about 15 seconds Tuesday and was done without debate.
Delegate Clarke Hogan's bill deals with the punitive fees almost as an afterthought.
The primary purpose of the legislation is to prevent auto dealers from collecting additional licensing or registration fees for the Hampton Roads or northern Virginia transportation districts.
But it also repeals the hated civil remedial fees imposed statewide in July. Virginians were outraged when they learned that nonresidents don't pay them.
Among those who called for the repeal is Governor Tim Kaine.
