FISHERSVILLE, Va. (WHSV) -- Leaders say people looking for handouts are a problem in Waynesboro.

Panhandling already isn't allowed and tougher restrictions will be discussed at Monday's Waynesboro City Council meeting.

Douglas Lepera, who is homeless, stays with the Waynesboro Area Refuge Ministry and said he goes outside the city to ask for money that he shares with others in need.

"Any of us who are homeless and don't have a place to go, we make enough money so we can share the room with a couple guys if we have to, so everybody can eat," said Lepera.

The meeting will begin at 7 p.m. in the Yancey Municipal Building.
