HARRISONBURG, Va. -- City officials want to clean up blighted properties. They have been successful at cleaning up many of the properties, but some owners present more of a challenge.
City leaders are evaluating a state ordinance, which allows them to clean up a property and place a lien on it.
The concern isn't only with run down building structures. Vacant lots can be just as bad for a community.
City Council Member Richard Baugh said, "The grass grows up, people use it as a dumping ground, is one of the obvious things. Mysteriously trash seems to collect on those lots. Which then if you're an adjoining property owner then tends to lead to sort of all detonation quality of life for the entire neighborhood or certainly anybody who is within reasonable proximity."
