UKRAINE (ABC NEWS)-- NATO accuses Moscow of slipping at least 1,000 Russian soldiers and heavy military equipment into the eastern European country.
The Russian-speaking separatists there are fighting the Ukrainian army for more independence. European foreign ministers are expected to propose new sanctions against Russia at the heads of state meeting on Aug. 30.
"Russia has fired on Ukraine from both Russia's territory and within Ukraine itself," said Anders Fogh Rasmussen, NATO secretary general.
A first round of sanctions was imposed after Russia annexed the Ukrainian territory of Crimea earlier this year.
President Obama has ruled out military action for now to stop the Russian invasion
