Will this General Assembly bring permanent changes to Richmond?

One Valley Delegate says this could be the session of reform.

Delegate Dickie Bell says one example is how they vote on the budget.

He wants a copy of the budget sooner, so he has time to look at the details before he votes.

Bell also thinks it's time for big changes in education, like looking at a performance based pay system for teachers.

"This could be very well be remembered as the reform session of the General Assembly, between education reform and budget reform and some other things we're looking at," says Bell.
