Almost every school in the Valley will be asking the General Assembly for more money this session.

Delegate Dickie Bell says it's time to change the way they look at funding education.

He wants to see teachers go to a merit-based pay system.

He says he knows they've gone years without a pay increase right now, but if they were paid based on their own value, that might not happen.

He wants to do away with renewing contracts and go to an annual evaluation system for teachers and administrators.

"I think it will be a fight, I think it'll be difficult and I think the education associations will not like it," he says. "They want to maintain the status quo, and in this 21st century, we've got to move beyond that."
