Women seeking abortions in West Virginia would be asked in writing whether they wish to view an ultrasound beforehand under legislation poised for final passage.

The House of Delegates scaled back the bill before returning it Friday to the Senate for final review.

The 80-17 vote followed an hour of floor speeches for and against the measure.

The bill would apply when a doctor deems a fetal ultrasound medically necessary. The woman would sign a form acknowledging the offer to view the image.

As amended, the measure also eliminates criminal penalties for doctors who violate the Women's Right to Know Act. Licensing boards would instead handle sanctions for any failures to provide required information to women seeking abortions.
