Another set of credit card rules went into effect Sunday.
The regulations are all part of the Credit Card Act passed by Congress last year that has already forced credit card companies to tell people when and why they are raising your rates.
Many are celebrating new credit card regulations, but some say people still need to take personal steps towards financial freedom.
Credit cards have been in Rachel Reed's life for several years.
"Naturally, as I became an adult on my own, I went out and got credit cards," says Reed.
It wasn't too long before she started racking up some debt and dealing with the high interest rates.
"I never really realized what a chunk of money that actually was and how difficult it would be to actually pay off your credit card," says Reed.
Though her debt isn't as bad as some, Reed saw friends in danger of losing their homes, and it frightened her enough to change her ways.
Reed and her husband began going through Financial Peace University, a program by finance guru, Dave Ramsey.
Reed says she was surprised to learn the first thing she had to deal with wasn't the cards; it was the guilt.
"If you stay in that place of feeling guilty and having given into the excess, it's hard for you to get out of it," adds Reed.
Though the new credit card law isn't going to hurt her finances, Reed says she does worry that people will consider the changes a "fix" to their debt problems, rather than taking personal responsibility.
"People thinking that the government will care for all their needs and that they can continue to live the way they were living before," says Reed.
Though she had more stuff, Reed says living the way she was before isn't as satisfying as her life now.
"It's worth it to not have the fear and the worry of what's going to happen to you tomorrow," comments Reed.
The Financial Peace University program will be offered in September at Bethany Lutheran Church in Waynesboro. The church is holding an informational meeting about the program August 31.
