Pilot error is to blame for a plane crash that killed two local men last August.
In its final report, on the crash that killed Angelo Michael and student pilot Michael Martirosov, the National Transportation Safety Board said Michael failed to recover from a spin, which caused the Cessna plane to plunge to the ground in McGaheysville.
Three of Michael's students reported they also performed spins with the instructor, although he was not authorized by Shenandoah Flight Services to do them.
