The United States Department of Agriculture has released $51 million of federal funds for the Valley.
Poultry growers will receive $13.9 million. Contract growers will be eligible to get 100 percent of their losses back.
The birds' owners will get a total of $37.1 million.
The public will have 35 days to comment before the final plan is written. Then, decisions will be made on who's eligible for money, the market value of the birds and how the money should be given out.
