WINCHESTER, Va. (AP) -- The latest appeal filed on behalf of convicted cop killer Edward Bell claims new evidence has surfaced that could prove his innocence. And Bell's lawyers say the Winchester man can't be executed because he's mentally retarded.

The 40-year-old Bell was convicted and sentenced to death for the October 1999 shooting death of Winchester Police Sergeant Ricky Timbrook. His attorneys are hoping to win a new trial.
