Landlords with noisy tenants could be fined $1,000 if tenants have had more than two noise convictions.
Landlords can get out of the fine if they have a clause saying they will evict noisy tenants and can prove they've tried to evict.
For first time noise violators, city council is recommending a sentence of 50-hours of community service on top of any fines.
And for repeat offenders, council is recommending a sentence of 100-hours community service in addition to fines.
