Legislation toughening Virginia's cockfighting and dogfighting laws has won final General Assembly approval.

The Senate unanimously passed the measure Monday and sent it to Governor Tim Kaine's desk. Kaine supports the legislation.

Legislators were eager to crack down on animal cruelty after the high-profile Michael Vick case. The suspended NFL star is serving a 23-month prison term for a federal dogfighting conspiracy.

The bill makes it easier to investigate and prosecute dogfighting cases and makes it a felony to give animals any substance to enhance their ability to fight. It also increases cockfighting from a misdemeanor to a felony.
