Harrisonburg City Treasurer Rebecca Neal says she is innocent of all the charges against her. That's according to a source close to the case that did not want to be identified.

The source says when the case begins, Neal plans to plead not guilty to all charges of fraud and altering deposits.

Neal was indicted last month on those charges. She is accused of misusing more than $90,000 of city money.

She is expected to appear in court Thursday morning so a trial date can be set, but she is not expected to offer a plea.

The source also says Neal's office was audited twice a year, by state and local authorities, with the latest audit happening in the fall of 2007. Apparently those audits came back clean.

The source says Neal will not accept a plea deal.

In Mrs. Neal's eyes she may think that she is not guilty because no money was MISSING DURING YHE AUDITS. However, auditors can only catch so much. I wonder if the Neal case came about in the same manner as the Eliot Spitzer case whereby money was being moved in and out of various bank accounts. By law the bank has to report this kind of activity after 911. If not, then just how did this case come to light?
