The state may crack down on farmers who use treated human waste on their fields.

Legislators have been studying "sludge" for the last year. They say it's an important environmental issue that needs to be addressed.

The bill would keep sludge-spreading under state supervision. It would also give localities the power to enforce the state rules. And it would create a database of citizen complaints.

Lawmakers say the plan has support from both farmers and environmental group.
