HOPEWELL, Va. (AP) Gov. Tim Kaine will make minor changes to his statewide transportation funding package before a bill is introduced later this week.

Gov. Tim Kaine will make minor changes to his statewide transportation funding package before a bill is introduced later this week.
But the fundamental funding for his nearly $1 billion annual proposal will remain unchanged, Kaine said Monday night.
Kaine's statewide package, largely to provide money for highway upkeep and repairs, calls for a $10 annual boost in car registration fees and boosting the titling tax on cars from three percent to four percent.
He also proposes a boost in a tax homeowners pay when they sell property, most of which would fund mass transit and rail projects.
He confirmed at a town hall meeting that those facets, announced about six weeks ago, remain. He said some minor changes might result from ideas heard in Hopewell and eight other forums across the state.
