A 20-year-old Broadway woman faces felony charges of involuntary manslaughter and misdemeanor charges of driving under the influence.
This is not the first charge of DUI that Rellins has faced. In 2010, she was convicted of DUI and sentenced to a one-year restricted license. The restriction ended Dec 22.
Police say that Laura Kaitlin Rellins was drunk when she crashed into a moped and killed the driver, Ricky Dean Parker. This happened late Friday night on Route 42 near Linville just before 11pm.
Parker was a Carroll County resident. He died at the scene of the crash.
Rellins is being held at Rockingham County Jail without bond. She will go through a preliminary hearing on April 4.
Her charges include involuntary manslaughter, no drivers license, purchase and possession of alcohol, and reckless driving.
