Brian Eugene Brubaker isn't in unfamiliar territory. In 2003, he pleaded guilty to a total of five charges ranging from bad checks to construction fraud. However, that doesn't seemed to have stopped him from allegedly committing other crimes.

One man in Waynesboro claims Brubaker scammed him out of tens of thousands of dollars, and he's not alone.

Larry Palmer describes himself as a blind man walking in the dark. His wife suffered a stroke in 2004, which left her paralyzed, and he needed to make the house handicap accessible. Since he couldn't make the repairs himself, he sought a contractor by the name of Brian Eugene Brubaker.

Palmer says, "Everything looked great, going great, and that pretty much what we needed to do, could be done."

Without hesitation, Palmer signed a contract and paid thousands of dollars for the work to be done. He says he was impressed with Brubaker, who he says claimed to be a "Class A contractor" as well as the owner of the contract and company, but that wasn't the case.

Palmer says, "It turns out, an investigation found that B&B Development LLC was not state registered. It's not a contracting company in the state of Virginia, and that Brian Brubaker was not the owner of this contract."

In the midst of all the confusion and while taking care of his wife, Palmer says Brubaker stopped working 16 months into the project, and he left in August 2005. Palmer says he's spent a fortune to fix the mess since then.

He says, "It's not so much what he did to me. It's what he did to my wife. She's paralyzed. She requires 24-hour service."

Palmer says he's currently seeking representation, and is in contact with the authorities. He was also able to name three other parties that have allegedly been scammed in the same way, all over the Valley, by Brubaker.

Brubaker's next court appearance regarding a series of armed robberies in the Valley is August 5.
