This year's crop of West Virginia candidates has been less than forthcoming with a nonpartisan effort to get them on the record about issues ranging from abortion to welfare.

Less than a third of the state's legislative candidates took the Political Courage Test, the survey conducted by Project Vote Smart.

That's a 19-percent drop from the response rate during the previous election.

Among those running for Congress, all four Democrats shunned the issue survey. That also marks a decline from 2006.
