West Virginia low-income families using clothing vouchers for back-to-school wardrobes can bypass the state's five Target stores.

For the second consecutive year, the national chain has decided not to accept the $200 vouchers because of technical issues.

Target accepted the vouchers at one time. But Doug Robinson with the state Department of Health and Human Resources says the retailer stopped because the state requires stores to submit copies of the receipt tape with a request for payment.

Company spokeswoman Courtney Foster says Target has tried to accommodate the state, but couldn't resolve the differences.

Robinson says Target is the only retailer in the state that he knows of that will not accept the vouchers.
