Just recently, the City Council said it had no room for $500,000 needed by the School Board. This comes at a time when more money is needed to handle the expanding ESL group.
It currently costs $1,100 to educate a Harrisonburg ESL student. Other localities experiencing the same challenge spend $2,400. And, some want to spend around $3,000 per student.
"While we see it as a big expenditure, we're not where we need to be in order to the job appropriately," said Dr. Cathy Slusher, H'burg School Board.
Slusher says we are working toward better programs. She adds, unfortunately, there isn't much state money to support the program and the money has to come from the locality.
