Front Royal's Town Council was scheduled to make its final vote on the new Supercenter Monday night. But Councilman Fred Foster didn't show up again. That means there weren't enough members to take an official vote.
Foster has been stalling the vote by not attending meetings. Opponents of the store hope the pro-Wal-Mart council will reconsider.
Mayor Bob Tennett says if Foster misses three consecutive regular council meetings, he can be removed from office.
