A woman who allegedly donned a white sheet and shouted racial slurs at a black girl is charged with violating the victim's civil rights.

Harrison County grand jurors indicted 32-year-old Rebecca Lowe of Clarksburg this week, also accusing her of misdemeanor battery.

Prosecutor Joe Shaffer was in meetings Thursday, so the victim's age was not immediately available.

Clarksburg Police Chief Marshall Goff said the October attack was random; the girl and the woman were strangers.

Police say Lowe accosted the girl on a public street while wearing a sheet with the letters KKK scrawled on it. They say Lowe shouted slurs, and slapped and kicked the victim.

Lowe's public defender, Wiley Newbold, declined comment on the case.

I can see this case as it is being called, I just wish other counties such as PAGE COUNTY would follow such rule, as I personally am aware there is alot of prjudice still here & the children are the victims & for taking a stand to the bullying are being the ones placed in detention. The schools are doing NOTHING after being made aware of situations until the blacks defend themselves!!!

The KKK is dead in this area and we want to keep it that way! This woman should be given maximum sentence for such deplorable actions!
