A Virginia town's plan to cut back on illegal immigrants, is moving forward.

Officials in Herndon want to replace a non-profit group that operates the town's day labor center, with a firm that will require workers to prove they are in the U.S. legally.

Day laborers would be required to fill out a federal form that asks for a U.S. passport or combinations of other documents.
