More than 11,000 sex offenders are on the registry, with almost 9,000 registered as violent offenders.
State police say several offenders don't register each year. Their reasons range from being incarcerated to just not filling out a new address form.
Police say even though the system isn't perfect, they believe it's effective.
"It certainly isn't a cure all, but certainly gives you the opportunity to make a better decision about allowing that individual to these vulnerable populations," said Lt. Thomas Turner with the Virginia State Police.
Turner says he encourages public opinion on how the site can be improved.
Since the Web sites inception, more than 19 million searches have been made.
