Those new rules that are slowing commuter trains during the heat are already having an impact.
Freight operator CSX decided Wednesday that passenger trains using its tracks will face the same heat-related speed restrictions as freight trains. That Amtrak derailment in Kensington happened on tracks owned by CSX.
Wednesday, Virginia Railway Express says CSX ordered its midday trains to slow down, way down. The original order was for VRE's midday run to Fredericksburg to do just 35 mph. That was later upped to 45, but delays are still expected.
The slowdown also applies to the stretch of the Manassas Line through Alexandria that runs on CSX tracks.
