Gov. Joe Manchin says West Virginia has to find a balance between the economy and the environment.

Manchin said Wednesday he's "as much of an environmentalist as anybody else." But the governor says he's not an obstructionist.

On Tuesday, State Police arrested 31 people who sat down on State Route 3 outside a Massey Energy coal preparation during a protest against mountaintop removal mining. Among those cited were actress Daryl Hannah, NASA scientist James Hansen and former Rep. Ken Hechler.

Manchin says West Virginia is doing everything it can to manage its natural resources.
