Doctor Harry Horner, an internist for six years at the state-run psychiatric hospital in Staunton, was fired in May of last year. He says his firing was retaliation for his criticism of what he called inadequate patient care.
Horner filed a grievance, but that was unsuccessful. He then sued the state in Staunton Circuit Court.
Staunton Judge Humes Franklin Junior ordered that Horner should be reinstated with back pay and all fringe benefits.
A spokesman for the state attorney general's office says the state will appeal the ruling.
