Winchester Schools Bracing for Worst

Winchester School Superintendent Dennis Kellison sent a letter to 350 teachers awaiting word on next year's contract. He informed them that contract offers will be late this year.

Kellison also notes that without state funds, Winchester schools would have to lay off as many as 125 teachers and double class sizes. Classes that large would violate state education standards. Kellison says he doesn't see how the state can hold localities to standards under those circumstances.
