WV Town Votes to Annex Dorms to Keep Revenues

The Jefferson County Commission has approved an annexation plan that could keep gambling revenues in Shepherdstown.

The Jefferson County Commission has approved an annexation plan that could keep gambling revenues in Shepherdstown.

The plan allows the Eastern Panhandle city to annex 11 Shepherd University dorms. Annexing the dorms would increase the town's population by an estimated 660 students.

The town's lawyer, Charles Printz, told commissioners the annexation would preserve Shepherdtown's share of gambling revenues local governments receive from the nearby Charles Town Races & Slots.

He says over the past decade, officials in Ranson and Charles Town have annexed areas to increase populations and receive a larger share of gambling proceeds from slot operations at the track.

Commissioners approved the plan Thursday.
