The companies seeking to build a multi-state power line want to withdraw their application in Virginia to study the need for the energy the line would deliver.

Opponents want regulators to pull the plug on the project.

Both sides squared off Wednesday in Richmond before a hearing judge with the State Corporation Commission. He said he would issue his recommendation next week to regulators.

Allegheny Energy Inc. and American Electric Power have taken the unusual step of asking that their application for the northern Virginia portion of the line be dismissed. They say new energy models show the power the line would provide might not be needed by 2014, as previously thought.

However, opponents countered that regulators should just reject the application.
