The northern Virginia town of Herndon is trying for a third time to find a new operator for its day-labor center that will ban illegal immigrants.

Reston Interfaith, the nonprofit group that currently operates the center, does not require workers to show proof of their legal residency. Herndon's contract with the group expires in September, but Fairfax County has already renewed its agreement with Reston Interfaith.

Herndon officials have already issued two requests for proposals from new groups to run the center. The first generated little interest. Then last week, two applications from the second round were disqualified. Now they've issued a third request.

The day-labor site was opened to give workers an alternative to congregating on streets or at convenience stores.
