After several weeks of public meetings and a lot of concern over safety issues, Waynesboro City Council granted Wal-Mart's request.
Council voted unanimously to rezone the 17.5 acres of land off Rosser Avenue.
And though some residents were happy, the decision made a lot of them angry.
"We are very please that City Council voted tonight to approve the rezoning for the project," said Lee Warfield spokesman for Wal-Mart.
"It's been a long process, I think the residents had a chance to voice their concerns and I think they were heard."
"I don't feel that they listen to us," said resident Phyllis Reitenauer. "Wal-Mart made two false statements, one about contacting VDOT for a study and Columbia Gas and City Council did not even blink at that."
