Gov. Bob McDonnell announced Thursday the expansion of a paper company that will bring jobs to the Valley.

It has been a tough year for jobs in Shenandoah County.

"We have always historically had one of the lowest unemployment rates, but it has steadily climbed over the last year," says Shenandoah County Economic Development Director Susie Hill.

Unemployment in the county is at nine percent, nearly double what it was a year ago, which is making it difficult for people to find work.

However, Mercury Paper, a company that produces paper towels and tissues, is planning to move its North American headquarters to its Strasburg facility. The move will create 150 jobs, and Hill hopes those jobs are just the beginning.

"That rising unemployment rate is of great concern, and we really feel that this might be the signal that this recession is ready to turn around," says Hill.

According to Hill, new jobs are welcome news to residents.

"People really want to work. They want to put in an honest days work for an honest dollar," says Hill.

Hill says Shenandoah County was able to attract the company because of its prime location near two major interstates, the county's pro-business attitude and a willing workforce.

McDonnell also approved a $250,000 grant to help the county secure the project. The Virginia Jobs Investment Program plans to help provide training help for the new jobs.
