The time to conserve water is now, according to Gov. Mark Warner, who put new water restrictions into place Friday for much of Virginia - including the Shenandoah Valley.

You will be prohibited from washing your car at your residence, although commercial car washes will still be allowed to operate. Also, watering your lawn is against the new mandate.

Public golf courses will be restricted to watering their tees and greens at night.

Each locality will be responsible for punishing anyone who violates these new restrictions.

Attorney General Jerry Kilgore said the state of emergency will encourage everyone to take a closer look at one of the Commonwealth's most significant problems.
