The Virginia Department of Education has criticized a high school testing coordinator in Stafford County for her handling of Standards of Learning exams.

The department also said several administrators failed to report the irregularities. State education officials investigated after some teachers accused the testing coordinator, Mary Ann Sapp, of advising learning disabled students not to take math SOLs.

Sapp denied wrongdoing but acknowledged making mistakes in submitting student data.

The department's report, released Thursday, chided the school for "deficient" training. The five-member investigatory panel also called Sapp's lack of memory regarding certain events disturbing.

The investigation showed that 56 students at Stafford High did not take the required tests. The report focused on 12 of them with learning disabilities.

The report says five key administrators, including Stafford High's principal, failed to report testing irregularities to their immediate supervisors.

The Stafford County school system must send the department an action plan in 30 days.
