RICHMOND, Va. -- Delegate R. Steven Landes, R-Weyers Cave, was recently appointed to the Joint Legislative Audit and Review Commission (JLARC) by Speaker William J. Howell, R-Stafford.
"Steve is a thoughtful, studious and experienced member of the House of Delegates with a deep understanding of many of the important and complex issues facing our Commonwealth,” said Howell. “These qualities will make him a valued contributor to JLARC, which serves a critical role in maintaining legislative oversight and accountability. I know Steve is committed to finding ways to make government more efficient and effective for the people of Virginia."
“I am honored to have been appointed to JLARC,” Landes said. “The Commission has legislative oversight to evaluate other state agencies and programs. The important work on this commission will go hand-in-hand with my work as Vice Chairman of the House Appropriations Committee and as a Budget Conferee. ”
The Commission was first created in 1978. Since that time, the only representative appointed to JLARC from Albemarle, Augusta, or Rockingham Counties is former Senator Kevin Miller, R-Harrisonburg.
Legislative oversight is how the Virginia General Assembly ensures that the funds it has appropriated are used effectively and efficiently by state and local government agencies. It is also how the General Assembly assesses the performance of the agencies and programs it creates. The Joint Legislative Audit and Review Commission is a key component of the legislative oversight function in Virginia.
The Commission is composed of nine members of the House of Delegates, of whom at least five also must serve on the House Appropriations Committee, and five members of the Senate, of whom at least two also serve on the Senate Finance Committee.
Delegates are appointed by the Speaker of the House, and Senators by the Senate Rules Committee. The Chairman and Vice Chairman are elected by a majority of Commission members and traditionally have rotated every two years between the House and Senate. The Auditor of Public
Accounts is a nonvoting, ex officio member. The Commission has a full-time staff. The staff Director is appointed by the Commission and confirmed by the General Assembly for a six-year term of office.
Landes represents the 25th House District, which includes portions of Albemarle, Augusta and Rockingham Counties. He was first elected in 1995 and is currently serving his tenth term in the House.
