General Assembly to Revise State Budget

Richmond The General Assembly is heading back to Richmond on Monday, this time to come together on a revised state budget.

On Saturday Governor Terry McAuliffe signed vetoes for eight line items in the budget. One of those was a veto of the Medicaid Innovation and Reform Commission (MIRC), which could limit Medicaid Expansion.

During a press conference on Friday, Gov. McAuliffe expressed his issues with MIRC.

“It is increasingly clear to me that the MIRC is merely a sham to pretend that the legislature is actually doing something to help people with health care,” says Gov. McAuliffe.

“The biggest veto item that he dealt with was Medicaid expansion,” says House Minority Leader Delegate David Toscano. “The governor feels very strongly that it's good for not only 400,000 Virginians who could benefit by closing the coverage gap, but it's good economically.”

“It creates 30,000 new jobs and allows us to bring back money that we've been sending to Washington that's going to go to other states otherwise.”

Del. Toscano says that there's a lot of work to be done in Richmond to finalize the budget, but he doesn't believe that it will end with a government shutdown.

“Unless the republicans do something that is very crazy, I don't believe we will have a government shutdown,” says Toscano. “The governor is going to sign a budget in the end, because he thinks it's important to keep the government operating.”

The Virginia Conflict of Interest and Ethics Advisory Council was also vetoed by the governor.

“He viewed it as not strong enough and instead he's going to come back next year with a stronger ethics bill than the one we passed,” says Toscano.

The General Assembly is expected to come up with a revised budget for the governor on Monday. Once finalized, the two year budget will cover fiscal years 2015 and 2016. is happy to provide a forum for commenting and discussion. Please respect and abide by the house rules:
