HARRISONBURG -- City Council members will decide whether to declare a house on Kelly Street blight on Tuesday night.

That would be the first step in demolishing the house, which many neighbors say is an eye-sore. It's been abandoned and run-down for years. It often becomes a hangout for people, and trash is often left around it.

According to the city council's agenda, city officials have tried contacting the owner since last year, and have not heard back.

The house has a long history, and many neighbors feel a connection to it. Eldon Kurtz, a member of the Northeast Neighborhood Association, said he is trying to balance the concerns of the community with the wishes of members of the city council. The Association has been working with City Council on the issue.

"In terms of the issue of safety for the neighborhood, I think neighbors are also interested in that as well, in cleaning places up. It's a bit up a conflict, but I think hopefully there's a way of working at it to be positive," said Kurtz.

If the council votes to declare the property blight, it's the first step in a legal process that could eventually demolish the house.
