WAYNESBORO--- The Waynesboro City Council discussed the fate of the Knuckleboom service Monday night. The service collects bulk refuse from paying city residents.

While the service has been popular, it has caused problems for the city, namely money. Monday night, council voted to create collection rules and penalties for misuse.

Council voted on moving the service's funding from the refuse enterprise to the general fund. Some members had strong opposition to the idea, while many supported it. Council's final vote was 4 to 1.
