WAYNESBORO, Va. (WHSV) -- The Waynesboro Police Department has arrested a Connecticut man on two felonies stemming from sexual assault that took place nearly two decades ago.
Scott Alan Staggs, 40 years old, of Bolton, Conn. surrendered himself at the Waynesboro Police Department on October 25 on one count of forcible sodomy and one count of animate object sexual penetration.
The charges stem from a sexual assault that occurred sometime between May 1 and Sept. 30, 1994.
The victim, an elementary school student at the time, came forward in October 2010 to report the molestation.
Her mother was an acquaintance of Staggs at the time of the assault.
The Department’s investigation involved speaking with several individuals, including Staggs, who are serving in the U.S. Army and stationed as far away as Kentucky and Connecticut.
After his arrest, Staggs appeared in Waynesboro General District Court for a bond hearing where he was given a personal recognizance bond.
He is next scheduled to appear in Waynesboro Juvenile & Domestic Relations Court on January 21, 2014 for a preliminary hearing.
