WAYNESBORO -- The city of Waynesboro received $300,000 as part of a grant to restore the ice plant building.
Greg Winkler is an architectural partner on the project and has done work in the past with the owners of the building.
Winkler said there is a lot of work to do, but all the plans are complete.
"Our estimate is about $4.5 million or something like that. There will be a bank loan and other things to make the project happen. This is a great initial first step."
He hopes for a ground floor of office or retail space, five floors of residential space and a restaurant on the 7th floor, which will be on top with views of the Shenandoah Valley.
