The Augusta County Board of Supervisors has also shut down an ordinance that would set rules for panhandlers.
Four supervisors voted against creating rules for panhandling.
Some of them said people may need help in hard economic times.
Three members voted for the measure to go through.
It would've made it illegal to ask for money in a public area.
It would've required panhandlers to ask for permission on private property.
If they violated the rules, they could've paid more than $500.
